It is hard to say, considering that the concept of popularity is ill defined when it comes to programming languages.

For instance one could define popularity as the number of programming hours dedicated to the language, the number of lines written in the language, or the number of applications the language has.

Using some average of these major metrics it seems fair to say that JavaScript is an immensely popular language but still hard to claim it as the most popular.
